Literacy Improvement Pathway
Using Literacy as a Lever for Systemic Change
Calling district administrators! Do you want to improve student achievement in reading and beyond?
Based on the work of Dr. Tim Shanahan, this presentation will give building and district leaders an overview of the research behind systemic changes in literacy instruction. The pathway to literacy improvement is a tumultuous one, and districts enter at varying starting points. School leaders will learn which practices lead to the greatest gains in student outcomes. References will be made to Ohio’s Plan to Raise Literacy Achievement, evidence-based theoretical models, and instructional practices. Participants will leave with an understanding of leadership’s role in determining what to teach, quality of instruction and time needed to provide literacy instruction that is grounded in the science of reading.
Professional Learning Objectives
Participants Will:
- Use the literacy improvement pyramid as a guide for district, building, and classroom changes in early literacy instruction.
- Identify evidence based best practices for literacy instruction aligned with the 5 components of reading.
- Explain the 3 Aspects of Experience that inform student achievement in early literacy.
- Plan for changes to the school-wide reading model to improve literacy outcomes for all students.

Meet Your Presenter - Michelle Elia, Ohio Literacy Lead
Michelle Elia works on behalf of the Ohio Department of Education as one of two Ohio Literacy Leads, a role that allows her to work with district administrators, teachers, and regional consultants across the state. Elia serves as a board member of the Northern Ohio branch of the International Dyslexia Association, is a member of Ohio’s What Matters Now Network, a Language Essentials for Teachers of Reading and Spelling trainer, and literacy advisor at both Youngstown State and Walsh Universities. Elia is passionate about literacy, the science of reading, and evidence based instructional practices that are inclusive of all students.
