Scope and Contents of the Papers

The collection consists of a photocopied report, "Florida Citrus Workers," dated October 1935-March 1936. Under the direction of David Ziskind, Aubrey Clyde Robinson and Glenore Fisk Horne wrote the 125-page report under the auspices of the Planning Division of the Resettlement Administration, a short-lived U.S. federal agency. The report, based on Robinson's fieldwork in Florida and Horne's research in Washington, D.C., describes the citrus industry, the living conditions of citrus workers, industry work processes, and unionization among the workers.

Historical and Biographical Notes

The Resettlement Administration was a New Deal-era Federal agency that was an independent entity from April 1935 to December 1936. The Resettlement Administration was intended to assist farmers and farm workers by helping them obtain housing and loans, and by renewing agricultural land that had been damaged by erosion, pollution, or other factors. In 1937, the Resettlement Administration was merged into the Farm Security Administration.

David Ziskind (1903-2001) began practicing law in Chicago in 1925 with the office of Clarence Darrow. Ziskind had a national reputation as a labor lawyer, practicing in Los Angeles until 1994. He was principal attorney with the U.S. Department of Labor, 1934-1948.
