Rockfall, erosion mitigation project beginning at Kuilei Cliffs

Lēʻahi – A capital improvement project to provide protection against cliff erosion and rock slides along two portions of the Diamond Head area, Lēʻahi, is scheduled to begin on Monday.

The project impacts the cliff-side of Diamond Head, under the jurisdiction of the Department of Parks and Recreation, located on the makai-side of Diamond Head Road. The two work locations include a western site, near the bottom of Beach Road, and an eastern site at the switchback foot pathway, referred to as the Kuilei Cliffs.

Included in the scope of work for the project are: inspections of rock slide potential; removal of boulders and other hazards; and implementation of rockfall/erosion mitigation measures. Those measures include wire mesh fencing with galvanized wire rope and anchoring.  

This work will require the closure of one of the beach access areas to the public during the project. Access to the pathway on the eastern site will be restricted entirely. The shower atop the pathway is expected to remain open during the project, which is scheduled to be finished later this year in the fall.

At the western site, vehicular access will be limited to local traffic at the upper portion of Beach Road, with restricted vehicular access to the lower half of the road. Pedestrian access to the beach from this site will remain open, but the public is advised to please use caution in the area and heed the warnings of construction workers.

The $2.08 million contract for the project was awarded to Prometheus Construction.

We appreciate the patience and understanding of the public while these areas are restricted for the safety of the public.

Prior to the project, enforcement of the city’s Stored Property Ordinance took place at these locations.

The collaborative effort between the Honolulu Police Department, the Department of Facility Maintenance, and the Department of Parks and Recreation was conducted earlier today. 

Outreach by service providers was offered to individuals affected by this enforcement action prior to it taking place.
