The message is scheduled to go out at 1:18pm Central Time and read, "THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed."
FEMA says the test is for the new system to be used during a "national emergency."
If you don't want to get the alert, you are out of luck.
FEMA says, "By law you can opt out of general Wireless Emergency Alerts, but not Presidential Alerts."
No only will you get a text, but the system overrides your silence settings.
"You'll hear a loud tone & vibration," according to FEMA.

Oddero Barolo - the first time I had it I was in a local restaurant just outside of La Morra in Piemonte, L'Osteria del Vignaiolo. And after 3 days of drinking nothing but Nebbiolo, somehow the 2007 Oddero managed to stand out. It may have been the pairing with le tagliatelle ai porcini that elevated this classic, lean Barolo but nonetheless, this powerful yet elegant wine with chewy tannins balanced out by high toned cherry fruit, earthy tar and truffle notes is something I still vividly recall four and a half years and hundreds of Baroli later... At the time, the wine was not available in our market but years later we were reintroduced to the Oddero family wines by our friends at Artisan Fine Wines who now represent them in New Orleans. So when they called me last week to see if we wanted to host Pietro Viglino Oddero, 7th generation of the Oddero family, I gave a very enthusiast YES!
Oddero is one of the great, historic, traditional Barolo houses with a long history spanning over 200 years. There are mentions of the Oddero family in La Morra as far back as the 1700s, though the family was likely there even before that point. The winery is currently run by the 5th, 6th and 7th generations of the family (pictured above) who over the years have extended their impressive holdings to legendary Crus such as Vigna Rionda and Rocche di Castiglione to Brunate, Villero, Bussia and Monvigliero. Today, all of the Nebbiolo vineyards are also certified organic.

About the Work - Aurora Levins Morales will produce a prose poetry book and podcast series exploring the connections between the ecological and social histories of the Mississippi River and the Caribbean Sea, as well as the shared experiences of New Orleans and Puerto Rico of hurricane devastation and disaster capitalism, drawing from community story circles, and extending into visions for just and resilient futures.
About the Artist - Aurora Levins Morales is an internationally known Puerto Rican Jewish feminist poet and essayist whose work explores issues of identity, social justice, and the interwoven social and natural histories of our landscapes and our bodies. Raised in a house full of books on an abandoned coffee farm in the mountains of Western Puerto Rico by an ecologist father and an artist-intellectual mother, Aurora began writing as a child and never stopped. She's the author of six books, and her work has appeared in dozens of anthologies, been incorporated into posters, theater performances, Jewish shabbat services, and bathroom stall graffiti. Her writing is both intimate and global, personal and analytical, drawing from the Latin American tradition of testimonio. She likes best to write sequences of short prose poetry sections that amplify, argue with and enrich each other, allowing her to fully express the complexity of her themes. It's a form of writing that undermines monolithic dominant narratives, a style she learned from Latin American leftist journalists and essayists of the 1960's and 70's and US feminists of the same period. Her current project tells the water stories of the Mississippi River and the Caribbean.

Introduction to Ancestry and HeritageQuest
Patrons will learn how to access and navigate both the Ancestry and HeritageQuest genealogy databases. Staff will explain the available resources, review searching methods and tips, and provide examples. This class will also cover some general troubleshooting methods.
Amanda Fallis will lead the first and fourth sessions. She has been a professional archivist for more than two years and has been an employee of New Orleans Public library for more than five years. She received her Masters of Library and Information Science with a special certification in archives and special collections in 2015 from the University of Southern Mississippi's School of Library and Information Science. Amanda joined the Louisiana Division/City Archives and Special Collections that same year, where she has worked with the department's extensive genealogy and city records, as well as with hundreds of other historic collections. Fallis is a member of the Society of American Archivists, Louisiana Archives and Manuscripts Association, and the Louisiana Library Association.
Christina Bryant will lead the second and third sessions. She is a Certified Archivist, has worked as the Head of the Louisiana Division/City Archives and Special Collection at the New Orleans Public Library since 2015. She previously worked on Hurricane Katrina recovery projects and as an archivist at the Notarial Archives before joining the staff at the Louisiana Division/City Archives in 2013. She manages a collection that dates back to 1769 and whose contents are housed across three floors of the Main Library. Bryant received her master's degree in Library and Information Science with a specialization in archives from Louisiana State University in 2005. She currently serves as the president of the Greater New Orleans Archivists and the Chair of the Local Government Records Section for the Society of American Archivists.

WHY: The Historic New Orleans Collection will resurrect the special Halloween-themed tour of its Louisiana History Galleries Oct. 2-31. "Danse Macabre: The Nightmare of History" will be available Tuesday-Sunday at 11 a.m. inside THNOC's flagship building at 533 Royal St.
In medieval allegory, "la danse macabre," or the dance of death, is a ritualized march to the grave-a sober reminder of life's finality cloaked in wicked mirth. In a similar spirit, THNOC's "Danse Macabre: The Nightmare of History" will lead visitors through darker aspects of New Orleans lore.
From the unwholesome subject of executions in French Louisiana to the gritty logistics of cemetery relocation, the tour is a toast to the authentically spooky-a veritable dance to the grave. Mosquitos, serial killers, colonialism and unlawful assembly are just some of the topics likely to produce a bedlam of fright, insights and delights.
Tours will be available at 11 a.m. Tuesday-Sunday, Oct. 2-31. Admission is $5 or free for THNOC members. Please note: this is not a walking tour of New Orleans or the French Quarter, and the tours are not intended for children under the age of 13. Please note THNOC is closed on Mondays.

Ingredients
2 small winter squash (e.g. butternut, kabocha, or kuri), each about 2 pounds
Canola oil
1 tablespoon butter
2 slices bacon, finely chopped
1 large yellow onion, thinly sliced
6 kaffir (makrut) lime leaves or 1 hefty stalk lemongrass, trimmed, cut into 3-inch lengths and bruised
2-inch chunk galangal, halved lengthwise and bruised, optional
6 cups homemade chicken stock or canned chicken broth
Position a rack in the middle of the oven and preheat to 400. Line a baking sheet with parchment paper or foil and lightly oil. Use a cleaver to halve each squash through the stem end. Then quarter. Put the squash with one of the cut side down on the baking sheet. Bake for about 40 minutes, turning mid-way, until soft enough to be pierced with fork or knife. Remove from the oven and set aside until cool enough to handle.
Use a spoon to scoop out the seeds and fibers. Discard. Then spoon the cooked flesh from each section of squash. Set aside in a bowl.
Heat a pot over medium heat and melt the butter. Add the bacon and onion and cook, stirring occasionally for about 8 minutes, until the onions are soft. Add the squash, lime leaves, galangal, and stock. Bring to a boil and lower the heat to simmer for about 30 minutes, until most of the squash has disintegrated. Remove from the heat and cool for about 20 minutes. Use chopsticks or tongs to remove the leaves and galangal.
Use a blender or food processor to puree the soup until smooth and creamy. Work in batches, passing each one through a coarse mesh strainer into a clean pot. Add the coconut milk, taste with extra salt as needed. Reheat and ladle into individual soup bowls. Serve with lime wedges and chile oil on the side for guests to add their own finishing touches. For a touch of green, garnish with the cilantro or basil before presenting at the table.

Que Pasa Fest 2018 is scheduled to be a FREE 4-day festival for the whole family at the Al Copeland Meadow Concert area in Lafreniere Park, in Metairie, Louisiana. This festival celebrates Hispanic Heritage Month and is an extension of the Latino cultural show, "¿Que Pasa New Orleans?" This year the festival will acknowledge the city's tricentennial showcasing the influence and contributions Latinos have had on New Orleans. The 3rd Annual Beignet Fest is set for Saturday, October 6, 2018 from 10 am to 6 pm at the Festival Grounds at New Orleans City Park. From traditional sweet treats covered in powdered sugar to savory options bursting with seafood, cheese and more, Beignet Fest will feature different beignet dishes from some of New Orleans' best restaurants and food trucks. In true NOLA style, the free festival also features live, local music performances, a Kid's Village, Artist Market and VIP Experience. Proceeds from Beignet Fest benefit the Tres Doux Foundation, which makes grants to nonprofits serving children with developmental delays. Beignet Fest
Fried Chicken Fest isn't the only food-themed festival this fall.
Beignet Fest is a day-long celebration of NOLA's most famous dessert. The festival will take place on Saturday, Oct. 6 and features several vendors offering both savory and sweet beignets. Awards are offered for crowd favorite, best sweet, best savory, and most original beignets. Entry to the festival is free.
New Orleans Film Festival
Filmmakers and film-watchers like will enjoy this festival from Oct. 17-25.
New Orleans Film Festival also serves as as Oscar-qualifying event for films screened throughout the week. Passes start at $65 for general admission, but film enthusiasts can also attend individual events at $13 for regular screenings and $9 for matinee screenings.
Crescent City Blues and BBQ Fest
The creators of the
Crescent City Blues and BBQ Festival know that there's no better combination. This free festival takes place the weekend of Oct. 12-14 at Lafayette Square and features food vendors, an arts market, and live performances throughout the weekend.
Carnaval Latino
Carnaval Latino is an annual festival that celebrates Hispanic culture in New Orleans through food, music, and art. Closing out Hispanic Heritage Month, this free event takes place on Saturday, Oct. 13 with a parade through the French Quarter followed by a concert featuring Mambo, Salsa, Mexican Folk, and other dance and musical styles.

New Orleans has a parade for every holiday, and Halloween is no exception. The Krewe of Boo parade is a fun, family-friendly way to celebrate Halloween. Expect Halloween-themed floats with fun throws like beads, doubloons, candy, and plush toys. The parade kicks off Saturday, Oct. 20 at 6:30 p.m. in the French Quarter.

An entire festival dedicated to NOLA's signature sandwich? Yes, please!
The Oak Street Po-boy Festival takes place Sunday, Nov. 11, and wristbands to purchase po-boys cost $5. Sample po-boys from all of New Orleans's best restaurants and enjoy live music and art between bites.
Raw Oysters
Fall in New Orleans marks the beginning of oyster season on the Gulf Coast. Oysters are in season during months with an 'r' in them - September to April - because the water in the Gulf is a bit cooler during that time (however, you can still enjoy them year-round). Plenty of local restaurants offer special happy hour deals on raw and chargrilled oysters, so you can easily get your fix.
Voodoo Music + Arts Experience
On Halloween weekend, Voodoo Music + Arts Experience takes over City Park's festival grounds from Oct. 26-28. The music lineup includes big names like Childish Gambino, Mumford and Sons, and Arctic Monkeys, so come "Worship the Music" with other music fans in NOLA. Ticket prices range from $75 for one day to $155 for a three-day pass.
LGBT Halloween in NOLA
The whole city of New Orleans loves Halloween, but the
LGBT community's celebration has always been a centerpiece. Expect handmade costumes, dancing and drinking in the streets, DJ parties, local entertainment, and a second line parade.

There's no question that
Boudin, Bourbon & Beer is a winning combination. This festival was created by Chef Emeril Lagasse and takes place on Nov. 9 in Champion's Square. Many of New Orleans' best chefs participate, and beer is provided by Abita with bourbon by Buffalo Trace. Admission is $135 and includes all food and drinks. Proceeds go to the Emeril Lagasse Foundation, which supports life skills development, culinary training, and educational programs.

New Orleans will celebrate the life of René Bajeux, a beloved French chef who spent two decades helming kitchens in New Orleans, at a memorial at Patrick's Bar Vin in the French Quarter on October 9, 2018, from 5 p.m. to 8 p.m. Bajeux died suddenly on September 10 in Mississippi at 61.
Bajeux, who was one of only 55 "Master French Chefs" in the United States, moved to New Orleans in 1997 to take over as executive chef at the revered Grill Room in the Windsor Court Hotel. In 2001 he opened René Bistrot, where he served the food of his native France. Hurricane Katrina closed the restaurant, but he reopened it in 2012 in the Warehouse District's Renaissance Arts Hotel. By 2013, he had left his namesake restaurant to work with the Marriott and then Dickie Brennan's restaurants.

City to Increase the Number of Waste Tires Accepted at the Recycling Drop-Off Center from Four to Five
NEW ORLEANS - In an effort to reduce the number of illegally abandoned waste tires, the City of New Orleans Department of Sanitation has increased the number of waste tires that will be accepted at the Recycling Drop-Off Center from four to five. The Recycling Drop-Off Center, located at 2829 Elysian Fields Ave., is open on the second and fourth Saturday of each month from 8 a.m. to 1 p.m.
Orleans Parish residents can drop off paper products (newspapers, junk mail, phone books, catalogs, office paper, color inserts); plastics #1 through #7 (water, soda, juice, detergent, plastic pots from nurseries, plastic bags, etc.); metals (aluminum, tin and steel cans); cardboard; box board (cereal boxes); Mardi Gras beads; batteries (AA, AAA, AAAA, C, D, 6 volt, 9 volt, Lithium); light bulbs (incandescent and fluorescent); and electronics such as computers, processors, monitors, keyboards, small printers, laptops, ink jet/toner cartridges, circuit boards, X-boxes, Playstations, Wii, MP3/DVD/CD players, DVRs, digital cameras, security systems, networking equipment, UPS, GPS, fax machines, stereos, telephones and phone systems, televisions (limit 4), microwave ovens (limit 4), tires (limit 5), glass (limit 50 lbs.) and organics for composting -- fruit/vegetable scraps (peels, skins, pits, or seeds), tea bags, coffee grounds and paper filter, eggshells, nutshells, seed shells, plain bread, grains, and plain pasta (no toppings, meet, bones, dairy or foods with oil).

Since the City established the Recycling Drop-Off Center in August 2010, a total of 1,193 tons have been recycled. Since the current curbside recycling program began in May 2011, a total of 48,822 tons have been recycled. As a result of the City's efforts since 2010 to appropriately dispose of waste tires illegally dumped and collected from residential properties, more than 214,966 waste tires have been transported to the only LDEQ-approved waste tire processor in the City. The tires collected are recycled.
Occupants of residential properties, which are eligible to receive solid waste collection by the City, are also eligible to place up to four (4) tires next to their garbage collection carts on the second collection day of each week (or on Wednesdays in the French Quarter and DDD). Businesses are not eligible for this service.
Residents are reminded that an ordinance was passed earlier this year (Sections 26-415 through 24-430 of the City Code), which established minimum standards for the storage, sale, repair, removal, installation, hauling and disposal of motor vehicle tires and established a stronger enforcement process with significant fines and penalties.
It is illegal to store more than 20 tires on a property without authorization from LDEQ as a registered Waste Tire Generator or to transport more than 20 tires without a permit from LDEQ, which must be prominently displayed on the vehicle transporting the tires. All tires must be covered to prevent standing water which could become breeding grounds for rodents and mosquitoes that could carry the West Nile or Zika viruses. All Waste Tire Generators must keep LDEQ-approved manifests on site, for a minimum of five years, which document that tires have been legally transported and disposed of by an LDEQ-permitted transporter and tire processor.
The Department of Sanitation is working the NOPD, the Department of Safety and Permits and the Department of Finance to ensure that all tire shops are in full compliance with City and State Codes. The owners of properties that are found not to be in compliance will be cited. As a result of a joint enforcement action involving LDEQ's Criminal Investigation Division and NOPD, arrests have been made for illegally transporting and disposing of tires in Orleans Parish.
