Site Plans Requests, Amendments and Reviews
2. PDSP #106 Phased Development Site Plan Amendment, SP #106 (SP-3) Site Plan Amendment for WETA
A. PDSP #106 Phased Development Site Plan Amendment to amend Condition #2 of the Shirlington Phased Development Site Plan; located at 3939 Campbell Ave. (RPC# 29-023-005).
B. SP #106 (SP-3) Site Plan Amendment for WETA to construct an approximately 17,150 square foot addition to the existing office building, with modifications for additional density and parking ratio, and a large media screen; located at 3939 Campbell Ave. (RPC# 29-023-005).
C.M. Recommendation: (1) Defer PDSP Amendment #106 to amend Condition #2 of the Shirlington Phased Development Site Plan to the July 18, 2020, County Board meeting; and (2) Defer SP #106, SP-3, a site plan amendment to approve a four (4) story, 17,150 square foot addition to the WETA office building, to the July 18, 2020, County Board meeting.
4. SP #193 Site Plan Amendment to extend the term of site plan approval for the office component of the Ballston Quarter development project; located at 685 N. Glebe Road and 701 N. Glebe Road (RPC# 14-059-045 and -044).
C.M. Recommendation: Adopt the ordinance (attached to the staff report) to approve the subject site plan amendment to extend the term of site plan approval for the office component of the Ballston Quarter development project, subject to all previously approved conditions applicable to the office component, and revised conditions #2 and #18.
Vacations, Easements, Encroachments, Leases and Other Dispositions of Public Property
14. Amended and restated license agreement by and between the County Board of Arlington County, Virginia, as Licensor, and Greater Washington Educational Telecommunications Association, Inc. (WETA), as licensee, for temporary use of the County-owned parcel known as 3514 S. Four Mile Run Drive, Arlington, Virginia, RPC No. 29-022-002.
C.M. Recommendation: Approve the amended and restated license agreement (attached to the staff report) by and between the County Board of Arlington County, Virginia, as Licensor, and Greater Washington Educational Telecommunications Association, Inc. (WETA), as Licensee, for temporary use of the County-owned parcel known as 3514 S. Four Mile Run Drive, Arlington, Virginia, RPC No. 29-022-002. In addition, authorize the Real Estate Bureau Chief, or his designee, to execute the amended and restated license agreement and any related documents, on behalf of the County Board, subject to approval of such amended and restated license agreement, as to form, by the County Attorney.
Ordinances, Plans and Policies
17. Ordinance to amend, reenact and recodify Chapter 15 (Noise Control Ordinance) of the Code of Arlington County.
C.M. Recommendation: Adopt the ordinance (attached to the staff report) to amend Chapter 15 (Noise Control Ordinance) of the Code of Arlington County to amend and clarify the civil penalties process.
Requests to Advertise
30. Request to authorize advertisement of public hearings by the Planning Commission and County Board to consider proposed amendments to the Arlington County Zoning Ordinance Article 11.2 "CPN-FBC" Columbia Pike Neighborhoods Form Based Code Districts (Appendix B) to: (1) increase the Area Median Income (AMI) limit for affordable homeownership units from 60% of AMI to new limits that range between 80% and 100% of AMI while extending the affordability term for such units, and (2) allow for a cash contribution into the Affordable Housing Investment Fund (AHIF) in limited instances when the proposed N FBC development includes commercial uses.
C.M. Recommendation: Adopt the resolution (attached to the staff report) to authorize advertisement of public hearings by the Planning Commission on July 6, 2020, and the County Board on July 18, 2020, to consider amending, reenacting, and re-codifying the Arlington County Zoning Ordinance Article 11.2 "CPN-FBC" Columbia Pike Neighborhoods Form Based Code Districts (Appendix B).
III. REGULAR HEARING ITEMS
35. Consideration of proposed amendments to the County’s continuity of government ordinance to authorize the establishment of outdoor dining areas, and the expansion of existing outdoor dining areas, at existing food establishments, and the operation thereof.
C.M. Recommendation: Adopt the proposed amendments to (the) Arlington County Continuity of Government Ordinance (attached to the staff report) associated with the COVID-19 Pandemic to authorize the temporary establishment of outdoor dining areas, and expansion of existing outdoor dining areas, at existing food establishments, and the operation thereof.
36. Request to Advertise for a public hearing on amendment of Arlington County Code Chapter 31, Human Rights, to add "gender identity" as a protected basis and update the definition of "sexual orientation," consistent with recent changes to the Virginia Code.
C.M. Recommendation: Approve advertisement of a July 18, 2020, public hearing on amendment of Arlington County Code Chapter 31, Human Rights, to add "gender identity" as a protected basis and update the definition of "sexual orientation," consistent with recent changes to the Virginia Code.
